The Shisei people are notoriously racist due to their ancient history of persecution. In prehistoric times, the persecuted and criminals of the ancient Nyappon people fled north into modern-day Shiseishi. Even back then, Shiseishi was an unforgiving wasteland, but they had two choices; live or die. Every Shisei generation was told how they lived in the frigid mountains because Honkyo drove them out.
Thousands of years of enduring the deathly conditions of Shiseishi province led to a hardy and physically conditioned population who did not trust outsiders.
The majority of the population is distributed across Shiseishi canton, with Shiseishi city being the largest concentration of Shisei people. There are a small number of Shisei in the heartland provinces.
The people of Shiseishi are revered by Honkyo and Chushinbu for different reasons.
- The Shisei are often romanticized in Honkyo literature for being a hardy warrior race.
- The Shisei are romanticized by the people of Chushinbu for being perceived as this undefeatable warrior race who stood up to the Honkyo Kingdom. It helps that Chusinbu was never attacked by the Shisei clans in ancient times.
